近来，智能化逐渐成为影响工业发展的关键。在日前举行的“新一代工业智能与体系工程国际论坛”上，中国船舶工业系统工程研究院海洋智能技术中心主任邱伯华认为，过去我国一直注重看得见的设备投入，形成了很大的存量。现在要考虑的不是简单继续投资增量，而是如何将存量的能力释放出来，将“使用经验”变价值。

邱伯华建议，我国应该考虑如何立足“加工制造”这个环节挖掘资源，充分利用好在使用和制造端中“量”的优势以及整个产业链较为完备的优势，并将重心放在使用场景的价值方面，从使用的数据和经验中获得集成和设计的知识，从下游到上游逐步增强我国产业链各个环节的整合能力。同时，结合我国在“智能使用”解决方案上的知识积累，推动我国工业产品“走出去”战略，在向国外出口高铁、轮船、电力基础设施等装备产品的同时，配套“智能使用”的增值服务，在提升中国制造品质竞争力的同时，强化服务型的可持续收入模式。
